    makesrpm: Reinstate docball positional arg
    
    Commit 908671c61588 (RedHat: Remove doc tarball sources) removed the doc
    tarball from the makesrpm.pl positional arguments. This broke existing
    callers which still pass the doc tarball, since the remaining arguments
    are shifted by one position (the doc tarball is taken as the release
    notes, etc). It also prevents building source RPMs from older source
    tarballs, whose spec files still require the doc tarball as Source1.
    
    Reinstate the second positional argument. An empty string may be given
    as a placeholder when no doc tarball is needed. When a doc tarball is
    given for a newer version, rpmbuild ignores the extra file in SOURCES,
    since the spec file no longer references it.
    
    In the future, we can provide named args, but continue supporting the
    positional args.
