    RedHat: Add have_kernel_modules_pkg macro
    
    Add the have_kernel_modules_pkg macro to indicate whether the target
    distribution provides a kernel-modules package. On these distributions,
    the kmod-openafs package must not provide kernel-modules.
    
    Use this macro instead of repeating the distribution version checks.
    
    No functional change.
