    RedHat: Skip ldconfig scriptlets when glibc runs ldconfig
    
    Fedora 28, RHEL 8, Amazon Linux 2023, and later distributions run
    ldconfig automatically with a glibc file trigger when libraries are
    installed in the standard library directories, so packages no longer
    need to run ldconfig in their scriptlets.
    
    Add the have_ldconfig_trigger macro to indicate whether the target
    distribution has this trigger, and run ldconfig in the authlibs %post
    and %postun scriptlets only when it does not.
