    RedHat: Add have_swig macro
    
    Add the have_swig macro to indicate whether the target distribution
    provides swig, which is needed to build the perl ukernel bindings.
    
    Use this macro instead of repeating the distribution version checks to
    select the swig build requirement, the configure option, and the perl
    ukernel files.
    
    No functional change.
