The second statement assumes that Transarc makes no new ports.  Since 
we must currently assume that Transarc will make more ports in the 
future, we must initially have a standard that is compatible with 
Transarc's clients.

As to the first point, @sys is not purely a client issue, unless you 
mean that in the sense of "it can be dealt with solely via changes on 
the client".  However, that ignores related issues surrounding the 
ease of support of numerous clients.  Large sites often logistically 
can't do such changes "on" the client.
