Oops... That was my fault.  The very first thing that got done after
OpenAFS 1.0 was imported from IBM was to fix the licenses in all the
source files.  Since there are a _lot_ of source files in OpenAFS, I
wrote a script to automate the process.  One of the heuristics that the
script uses to determine what comment style to use is that things whose
names end in .N where N is a number must be man pages, and therefore use
troff-style comments.
