You probably didn't build with --enable-transarc-paths (presuming you
are talking about binary build on openafs.org).

You need to configure with that option, as well as 'make dest'.

Can you be more specific about your fileserver problems? are you
referring to "fileserver" or the fs combination of fileserver +
volserver?

You can send certain signals to the file and vol servers to bump up the
debug level quite a bit. Look for CheckSignals in viced.c ( I forget
exactly which does what, and I think they are different on some
platforms. ).
