param.h emitter for linux, we already require perl to build on linux, so it's not a big deal to require it for this, a script which takes one argument (a sysname) and spews a param.h file so we don't have to maintain one for every linux variant would be nice. (ok, we can't assume perl on all platforms yet, but linux is the heaviest duplicate platform anyway)
