And the OpenBSD, NetBSD, FreeBSD, Solaris, Darwin, and AIX startup scripts?
And all linux distros?  Who will maintain this when, for example OpenBSD
switches to OpenNTP?

I've always been a fan of reasonable defaults.  After -nosettime, I'd like
to tackle some of the others that people usually override.  Chunksize,
files, stat cache size, etc.
