If you do this, can you put setpag, or better lsetpag in its own
library, without any dependenies on any other AFS libraries?

This would allow lsetpag to be called from deamons without any
dependencies on AFS being present on the system. It would make it
much more likly that this would be included in standard builds
be vendors even if AFS was not on the machine.
