My intention is to start with simply building the tree.

Once that's working, I'll probably have a different queue that fires  
purely for documentation changes, that does POD validation.

As unit tests become available, we can also start adding them into the  
system. The key factor here is performance - the whole system needs to  
be able to build and test faster than patches appear in gerrit.  
Additional hardware will obviously help with this.
