It is not the Change ID in gerrit (though if you have the Change-ID in 
your commit message, pushing to refs/for/[branch] should find the right 
change and update it with a new "patchset" instead of creating a new item 
in gerrit.

The most reliable way I know to get the refs/changes/[stuff] is to go to 
gerrit.openafs.org/[number] and look at the "download" link, which 
includes the relevant [stuff].
