http://gerrit.openafs.org/7353 will provide the Windows cache manager a
small amount of resiliency for transient VNOVOL errors. An initial
VNOVOL error from a file server will put the server reference into the
busy state for a replicated volume and will result in a two second pause
before retrying the request to a non-replicated volume. A second VNOVOL
from the same server will remove the server reference as before.
This will permit the handling of the VNOVOL errors that were being
issued by file servers while transitioning a volume to a state that
would produce a VBUSY error.
