I guess changing the comment is no big deal, and I'll go submit that.

I'm not really sure who these supposed other users would be, though. 
Given that I'm apparently only supposed to use this mechanism in the 
context of rxgk for the cell-wide key and not for (e.g.) bosserver 
long-term keys or even departmental fileserver keys, it would seem that 
the only "valid" potentially existing consumers would be in a YFS 
implementation.  Or do I misunderstand the intended uses of the mechanism?
