It was mentioned briefly on Wednesday night that it would be really nice
if people could be notified of new bugs submitted to RT, without needing
to receive email on every interaction with every ticket in RT. It would
also be nice if such people could do so without needing to ask an
administrator (if they could just sign up for a list).

It's hard to tell what our RT is specifically capable of without having
the rights to modify scrips (I'm not sure how this varies from different
RT versions, or if there are other restrictions, etc...), but this, for
exmaple, seems to indicate that the base functionality is not difficult:

If we had that pointed to a mailman list, it would IMO make public bug
reports more visible and much easier for developers to know about them
quickly.
