Note that per http://registrar.central.org/rx/VL.txt RPC 65537 is assigned
for GetCapabilities, with the semantics presumably being as per
https://tools.ietf.org/html/draft-keiser-afs3-capabilities-00.html .  We
would of course need to register an actual capability bit in order to use
it for anything, but the GCP registrar should be responsive to such
requests on the timescales we need.
