[OpenAFS] cell registration ??

OpenAFS is maintaining a list (it's on http://www.central.org I believe and
in CVS) - and as requested by transarc/ibm, has specifically NOT included
the existing entries in their cellservdb unless asked to by those individual
afs contacts.

The intent is to get support for AFSDB dns records at some point so that
CellServDB isn't necessary.
