[OpenAFS] cell registration ??

Last time we went through this with Transarc, it turns out that sending
information to info-afs is *not* sufficient and they won't act on any such
information.  If you want to update your information in their CellServDB
or register a new cell, you have to contact afs-help through support
channels.
