The problem is almost certainly admin not being in system:administrators.
Can I get you to
* purge the openafs packages (particularly openafs-fileserver and
openafs-dbserver)
* remove /etc/openafs and /var/lib/openafs
* newfs /vicepa
* reinstall openafs, reset up the keyfile
* give a transcript of your afs-newcell run
