I did everything except reinstalling AFS and things work well now.
> Remove AFS (via Install/Remove Programs)
> Remove all network services and clients
> Remove TCP/IP protocol
> Reboot Win 2000
> Install network services, clients, and TCP/IP
> Install AFS
> Reboot
