No, unfortunately also no mechanism exists to change a readonly volume
into a read/write volume. You have still to "vos dump" the volume piped
into a "vos restore" in order to get a new RW volume.

Yes, otherwise the you always access the RW volume. RO-volumes are used
only if the whole path to them is RO.
