It is not at all surprising that you get EADDRINUSE.  So, the question
is: why is UDP port 7001 in use (22811 really means 7001 if you do the
proper byte-order conversion)?  What does 'lsof' give you if you try
to look for port 7001?  Clearly something has the port opened....
