[OpenAFS] Error:quorum not elected (Linux)

Only one server is listed in CellServDB.  Also ran udebug command and this
is the output for ports 7002 7003 and 7004

for 7002

The only thing that I saw was that when I ran it with port 7004 it says (0
servers) is that normal?  Anyways I'm really not sure what to do so any
help will be appreciated.
