[OpenAFS] still trouble with afs-rootvol

Hi,

after straightening my permissions problems, asf-rootvol now gets an
error with the vos create that looks like this:

Do you meet these conditions? (y/n) y
You will need to select a server (hostname) and AFS
partition on which to create the root volumes.
What AFS Server should volumes be placed on? wsc16.upb.de
What partition? [a] 
fs sa /afs system:anyuser rl
vos create wsc16.upb.de a root.cell -localauth
Could not get an Id for volume root.cell
VLDB: no permission access for call
Error in vos create command.
VLDB: no permission access for call
Failed: 65280

Any ideas?
