[OpenAFS] Why isn't my RO path working?

That doens't surprise me. When the client was started there was only
a RW root.afs, so that got cached. Due to the way RW/RO semantics
work in terms of parentage, because root.afs was RW, EVERYTHING below
it became RW (even if there was a RO volume).
Restarting the client caused it to load the RO root.afs volume, which
allowed child volumes to appear RO as well, which is why it's working
now.
