I doubt that would ever exist.  It's too much work, and for an
operating system which is not going to be seeing growth.  The
main issue is how much work it would be to implement, though.

Better to install Netatalk or CAP on some kind of unix box, and
then install openafs on that box.  Your MacOS 9 machines could
then at least get to afs filesystems via the unix box.  There
is still some work involved, I imagine, but a lot less work
than starting on a native OpenAFS client for MacOS 9.
