[OpenAFS] fs:'/afs': Function not implemented

I'm still trying to get afs up and runnig.  The current problem is wheni
try to configure the top level of the afs filespace with:
fs setacl /afs system:anyuser rl

but i get the error:
fs:'/afs': Function not implemented

The other issue i have is wondering how the authentiacation is going to
work.  I went though all the steps, securing afs, but after starting
"bosserver &" and runnin a command like "bos status morley.stimble.net" i
get the messagebos: a pioctl failed (getting tickets)
bos: running unauthenticated
is this normal?  did i miss something, or perhaps it will be fixed when i
set the top level afs permisions?Thanks,
