For some sites. For others you get fiefdoms where people want tight
control of their toys, and people not in some direct chain under someone
are basically at the mercy of others to save them. That's not to say I'd
have this problem, but if you just force people to set up LDAP for
themselves instead of using the self-contained tools, it's not really a
win. If you can leverage LDAP that you have, it's a lot more interesting
than if you have to bootstrap LDAP for this only.

Whereas I look at it as complexity and breaking interoperability ;-)
