[OpenAFS] Small suggestion for RH spec file?

If you don't like what Derek's RPM does with CellServDB, make your own
additional RPM, which just includes a stripped CellServDB and an rc script
which runs at say priority 99 in runlevels 2 and 3, which just copies your
CellServDB over the the distributed one.

This isn't nearly such a big deal if you want one that's entirely your own
as it is if you're worried about merging things or keeping up with global
changes.
