This is your (immediate) problem -- you don't have ThisCell and
CellServDB configured for the _SERVER_.
AFS requires TWO COPIES of these files, the server copy should contains
just the information for your own cell (in /usr/afs/etc) and the client
copy should contain the information for all cells that you care about
(in /usr/vice/etc). The former (server) copy does not exist, so your
servers don't know what cell they are in, or what the DB servers are.
