I guess "oversight" is probably a closer description of what happened, but
as Derek went on to say, it's not up-to-date. The anticipated
documentation project hasn't taken off, and realistically the copies of
this we have should be converted to HTML instead of simply having links
exported to the PDF files we have now; Those are better than nothing, I
suppose.
