You built it yourself as opposed to using the packages, then? These paths
aren't the ones we distribute.

One more thing to try would be strace kas and see if it's opening these
files.

If it is, tcpdump host archiv.ucl.cas.cz port 7004 and see if it's talking
to itself (you may need to -i lo if it's being clever)
