[OpenAFS] Starting up and shutting down AFS

You need to unload the afs module and then re-load it in order to
restart AFS. Question: _why_ would you need to shutdown and restart
AFS? The only reason I can think of is it upgrade the OpenAFS
software. Everything else can be done by hand (usually via 'fs'
commands).
