[OpenAFS] Starting xinetd without AFS

If you do not use -dynroot then AFS will not start properly if you are
off-net.  In other words, if you reboot while you are, say, on an
airplane, AFS will not start properly.  I'm not convinced this is the
functionality you want.

I'm not sure I understand the question.
