[OpenAFS] Salvager runs constantly

Yes that was it thank you. When I tried running it from the command line with 
all the args it gacked.
The offending arg seems to be : "-L -dontdelay -hr 1"
Our servers running IBM AFS use this arg ok but I guess OpenAfs doesnt like 
something about it. I will investigate further.
