No, there are still two.. even on Debian. Unless they are symlink'ed
together, but that would still imply two files. The reason for this
is that it is possible to be a server in cell A and a client of cell
B. You need two sets of configuration files, and Debian does require
it. If you do not have two sets of config files, that would be the
cause of your problem.
