I have, for many years, been using a home directory setup that I'm pretty
happy with, where my top level home directory is world-readable and I have
a subdirectory called home that isn't. My .cshrc cd's to home and sets
HOME to point to that subdirectory, so after I log in I end up my private
home directory, but I can easily put public things one level higher.

It works pretty well for a default-private setup, not as good for a
default-public setup. But it has the significant advantage for me of
avoiding the mess of symlinks.
