[OpenAFS] BOS Server Fails to Start

I assume you built it yourself? We don't distribute any 1.2.3 Windows
installers.

The server functionality for Windows hasn't been tested. I actually have a
relatively good idea what needs to be done to fix it, and no time (for the
moment) to try.
