[OpenAFS] Moving root.*.readonly from /vicepa to /vicepb

If you add a site for both root.cell and root.afs, then yes, you need
to release both root.cell and root.afs. So, yes, this second vos
release _should_ be done.

The only issue with using vos remsite is that, IIRC, it will remove
the entry from the vldb but will not remove it from the old disk. If
you don't care that the old volume remains there, then this will
suffice. If, however, you want the old readonly volume to go away,
you should use vos remove, not vos remsite.
