Not when you are using an fs which can be resized online. ReiserFS can
be resized online while mounted, there is/was a patch at least for ext2
to allow the same.

Note: The fileserver is just an "ordinary" user space program.  Nothing
special or fancy (at least the namei-fileservers, the inode-based ones
are ordinary programs too but access-by-inode is not so usual IMO).
