[OpenAFS] Win client file read question

We're using an IIS ISAPI filter in Win2K, SP 3,to read a secure AFS
file for authentication, but are running into some problems. Often for
unexplainable reasons, the file is not found by the IIS service but can be
read by a regular user in the command window or Explorer.

The error in the event log is 1004 or sometimes 1009, neither of which
come up with a code using the error finder app that comes with the source
code. The same error is mentioned in the archives but I didn't see any
fixes for this type of problem.
