[OpenAFS] Unknown key version

I've just installed a new AFS server on the other wise of a firewall.
The client side stuff works, but the server side stuff isn't working too
well. When I try to create a volume I get
:/usr/afs/logs# vos create -server <server> -partition /vicepa -name
pd.stats -maxquota 10240
Could not fetch the list of partitions from the server
rxk: ticket contained unknown key version number

This happens from both the localhost (On a DMZ) and from my
dbserver/fileserver inside my network.
The fileserver log also shows some funnies

I'm currently discounting the firewall as nothing shows being dropped
and I can snoop the traffic & see it all going. Plus the AFS client can
talk to the cell& the rest of the fileservers no problems. I must have
done somethign wrong, but I can't for the life of me figure out what...
Anyone got any ideas?
