[OpenAFS] Newbie Configuration Questions

I realize that on a list of the caliber, this type of request is little more
than a nuisance so I will endeavor to keep it brief.  I'm attempting a fresh
install of build 1.2.8 on a Win 2k Pro server (I know, platform non-grata)
and am unable to start the overseer service from the configuration wizard.
I've read all available documentation, meet the system requirements,
verified the name server listings and status, and made sure to have full
administrative privileges on the server.

What am I missing and/or how should I best diagnose the problem.  The
install and system event log files are of little help so I'm at a bit of a
loss.  Information on the matter seems fairly scarce so, if someone could,
at least, point me in the right direction, I would be very grateful.
