[OpenAFS] could not create cell database in '/usr/local/etc/openafs/server' (code 2), quitting

When I run bosserver -noauth for the first time
I get this in the log file.

could not create cell database in
'/usr/local/etc/openafs/server' (code 2), quitting

What do I do?
