[OpenAFS] vos release problem

We've had the same problem here. I was eventually able to "force" 
updates by touching a file in the root of the replicated the volume. 
Upon a vos release, changes would then appear.

Although, in one annoying instance, I had to do that several volumes 
down when creating a new sys tree.

Nothing of any use at all was in any of the server logs.
