[OpenAFS] windows client startup issue

The stupid thing is afslogon.c doesn't just exit is integrated login
is turned off. It keeps trying to start or wait for afsd, then dies horribly.
I'm working on comlpetely disabling afslogin.c unless
integrated login is exlicitly ON.
Anyone else working on this?
