Hi,

I get the "no quorom elected" error when trying to create or move a volume
on a new partition vicpe, I've just created.

# rxdebug -servers localhost -version
Trying 127.0.0.1 (port 7000):
AFS version: Base configuration afs3.5 3.60

# vos create -server rsl156 -partition /vicepe -name logs.sawmill
Could not get an Id for volume logs.sawmill
u: no quorum elected
Error in vos create command.
u: no quorum elected

# vos move -id logs.proxy -fromserver cspc1n11e -frompartition /vicepa
-toserver localhost -topartition /vicepe
Could not lock entry for volume 536871060
   u: no quorum elected

The server processes look OK:

# ps -ef | grep server
    root 20366 544294 1 12:10:01 pts/4 0:00 grep server
    root 27632 32074 0 11:51:17 - 0:00 /usr/afs/bin/volserver
    root 30836 32074 0 11:51:17 - 0:00 /usr/afs/bin/fileserver
    root 32074 1 0 Apr 25 - 0:00 /usr/afs/bin/bosserver
    root 60544 32074 0 11:51:17 - 0:00 /usr/afs/bin/ptserver
    root 76732 32074 0 11:51:17 - 0:00 /usr/afs/bin/buserver
    root 163438 32074 0 11:51:17 - 0:00 /usr/afs/bin/kaserver
    root 538178 32074 0 11:51:17 - 0:00 /usr/afs/bin/vlserver

One or two dubious messages in the logs but not sure if they indicate the
error here:

I've checked the config files and they look OK too. Is there anything else I
can try?
