[OpenAFS] no quorom elected again

Hi,
I get the "no quorom elected" error when trying to create or move a volume
on a new partition vicpe, I've just created.
# rxdebug -servers localhost -version
Trying 127.0.0.1 (port 7000):
AFS version: Base configuration afs3.5 3.60
# vos create -server rsl156 -partition /vicepe -name logs.sawmill
Could not get an Id for volume logs.sawmill
u: no quorum elected
Error in vos create command.
u: no quorum elected
# vos move -id logs.proxy -fromserver cspc1n11e -frompartition /vicepa
-toserver localhost -topartition /vicepe
Could not lock entry for volume 536871060
u: no quorum elected
The server processes look OK:
# ps -ef | grep server

I've checked the config files and they look OK too. Is there anything else I
