Only if both IP addresess were already registered in the VLDB as belonging 
to different servers.  The vlserver won't let you "steal" another 
registered server's IP address (though you can take on its identity, if you 
have no sysid file).  However, it can't distinguish what happened to Erwin 
from what happens when you legitimately renumber a server.
