[OpenAFS] dumb pts question

Warning, dumb question ahead...

Is pts supposed to be AFSDB record aware or is it supposed to still 
require a valid CellServDB file (fully populated with server->ip 
mappings) ?  Couldn't find a reference that explicitly says which tools 
should or should not know about those records - just mildly annoying to 
have to keep distributing out a CellServDB file.

This is with 1.2.11 clients/servers on RedHat 8, Debian, & Solaris 8/9.
