Sure, you'd like 'em to be able to, but is that really what you want 
your users doing?  If this is useful, and the cell is properly backed 
up, seems to me that what you really want is for users to be able to 
initiate restores without having to inordinately inconvenience either 
themselves or the cell admins.

Sounds like you're mixing the admin and user roles unnecessarily.

Okay, that will work to an extent, but it won't backup ACLs.
